&lt;div style="FONT-SIZE: 12pt; MARGIN: 0in 0in 0pt; FONT-FAMILY: 'Times New Roman'; TEXT-ALIGN: justify"&gt;&lt;span face="Times New Roman"&gt;&lt;span style="FONT-SIZE: 12pt"&gt;Clatsop County Citizens for Common Sense (CCCCS) and Columbia Riverkeeper filed a complaint today with the &lt;span class="yshortcuts" id="lw_1219177726_51" style="CURSOR: hand; BORDER-BOTTOM: #0066cc 1px dashed"&gt;Oregon Secretary of State&lt;/span&gt; calling for an immediate investigation of illegal “push polls” that ask&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;Clatsop&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;County&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;citizens to vote in favor of &lt;span class="yshortcuts" id="lw_1219177726_52" style="BACKGROUND: none transparent scroll repeat 0% 0%; CURSOR: hand; BORDER-BOTTOM: medium none"&gt;Liquefied Natural Gas&lt;/span&gt; (LNG) pipelines. A “yes” vote in the &lt;span class="yshortcuts" id="lw_1219177726_53" style="CURSOR: hand; BORDER-BOTTOM: #0066cc 1px dashed"&gt;upcoming September 16, 2008&lt;/span&gt; referendum would allow high-pressure &lt;span class="yshortcuts" id="lw_1219177726_54" style="BACKGROUND: none transparent scroll repeat 0% 0%; CURSOR: hand; BORDER-BOTTOM: medium none"&gt;gas pipelines&lt;/span&gt;, such as the LNG pipeline proposed by Bradwood Landing, LLC, in areas protected as parks and open space. The complaint states that hundreds of citizens are receiving telephone calls trying to convince them to vote yes for LNG pipeline in parks. &lt;span class="yshortcuts" id="lw_1219177726_55"&gt;Oregon&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;election law&lt;/span&gt; requires that any entity spending money on a campaign must register with the &lt;span class="yshortcuts" id="lw_1219177726_56" style="CURSOR: hand; BORDER-BOTTOM: #0066cc 1px dashed"&gt;Secretary of State&lt;/span&gt;.&amp;nbsp; The push poll is illegal because no company, including Bradwood Landing LLC, has registered or reported spending any money on the referendum.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;

&lt;div style="FONT-SIZE: 12pt; MARGIN: 0in 0in 0pt; FONT-FAMILY: 'Times New Roman'; TEXT-ALIGN: justify"&gt;&lt;span face="Times New Roman"&gt;&lt;span style="FONT-SIZE: 12pt"&gt;The unidentified callers have asked&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;Clatsop&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;County&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;citizens which way they plan to vote on the referendum.&amp;nbsp; Disguised as a survey, the caller then suggests that LNG will have a positive effect on&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;Clatsop&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;County .&amp;nbsp; &amp;nbsp;Marc Auerbach of CCCCS stated, “The callers refuse to tell citizens who’s bankrolling the poll, but I have little doubt that Bradwood Landing is behind this.&amp;nbsp; Who else would want pipelines in parks?” &lt;/span&gt;&lt;/span&gt;&lt;/div&gt;

Would it surprise you to know they are not a huge Texas energy company; have not generated any revenues; are surviving on loans and private investments; and have only been in business about four years? &lt;div class="default" id="fontSize"&gt;A Eugene school teacher has thrown another wrinkle into the ongoing legal battles surrounding the liquefied natural gas terminal proposed in Coos County.&lt;br /&gt;&lt;br /&gt;Randy Prince filed a notice of appeal with the Oregon Court of Appeals on Tuesday, asking for a third opinion regarding the proposed LNG terminal’s land use application.&lt;br /&gt;&lt;br /&gt;The&amp;nbsp; Coos County Board of Commissioners approved the application in December. Opponents appealed that decision to the Oregon Land Use Board of Appeals, which found several flaws with wetlands mapping and archeological preservation plans.&lt;br /&gt;&lt;br /&gt;Tsunamis are the issue this time.&lt;br /&gt;&lt;br /&gt;In a press release Thursday, Prince, 54, said he decided to appeal because of his concerns about someone building an LNG terminal in a tsunami zone. He said Coos County should require consideration of tsunamis when approving projects.&lt;br /&gt;&lt;br /&gt;“I believe it’s an overlooked issue,” he said.&lt;br /&gt;&lt;br /&gt;He noted that the Oregon Department of Land Conservation and Development urged counties to update their comprehensive plans to consider tsunamis in 2002. It was an issue he brought up in the appeal to LUBA.&lt;br /&gt;&lt;br /&gt;LUBA said the DLCD never sent a notice to Coos County to make changes to its plans, and therefore the county has no responsibility to do so.&lt;br /&gt;&lt;br /&gt;Prince believes that interpretation ignores other parts of the DLCD conclusions that call on local officials to address tsunami risks.&lt;br /&gt;&lt;br /&gt;“The local plan does not mention tsunamis,” he said. “That is a critical issue for the safety of the project.”&lt;br /&gt;&lt;br /&gt;Without appeal, LUBA’s decision would have been remanded back to the county level, but instead, it will stay in Salem, instead of going to Coquille.&lt;br /&gt;&lt;br /&gt;Prince said his interest in the case stems from his experience working at McKenzie-Willamette Hospital in Springfield. He noted that if an accident were to take place at the LNG terminal, it potentially could injure a great number of people, impacting health care services throughout the region.&lt;br /&gt;&lt;br /&gt;“It would strain the whole area’s disaster-response ability,” he said.&lt;br /&gt;&lt;br /&gt;Now that he has filed his notice of appeal, Prince has until Aug. 26 to submit paperwork explaining his reasons for appealing the LUBA decision.&lt;br /&gt;&lt;br /&gt;The case’s docket number is A139623.&lt;/div&gt;&lt;/div&gt;

<p class="inside-copy"><span face="Helvetica, Arial, sans-serif">The report says the U.S. has up to 50% more natural gas reserves than earlier projections because of higher-than-expected yields from 22 shale formations in 20 states. </span></p>

<p class="inside-copy"><span face="Helvetica, Arial, sans-serif">The industry says the findings should prod policymakers to provide incentives to wean the nation from $4 gasoline and move to compressed natural gas as a standard fuel in many cars and trucks. </span></p>

<p class="inside-copy"><span face="Helvetica, Arial, sans-serif">"Everyone knows natural gas is clean and made in America," says Aubrey McLendon, chairman and CEO of <span class="yshortcuts" id="lw_1218214077_5" style="BACKGROUND: none transparent scroll repeat 0% 0%; CURSOR: hand; BORDER-BOTTOM: #0066cc 1px dashed">Chesapeake Energy</span>, the largest <span class="yshortcuts" id="lw_1218214077_6">natural gas producer</span>. "The only question was is there enough to go around to run cars and trucks. This proves that there's plenty of natural gas." </span></p>

<p class="inside-copy"><span face="Helvetica, Arial, sans-serif">The U.S. has enough natural gas resources to last up to 118 years, or 2,247 trillion cubic feet (Tcf), says the study by Navigant Consulting for the American Clean Skies Foundation. That group is largely funded by <span class="yshortcuts" id="lw_1218214077_7" style="BACKGROUND: none transparent scroll repeat 0% 0%; CURSOR: hand; BORDER-BOTTOM: medium none">natural gas companies</span>. </span></p>

<div><p>A bill that could effectively stop plans to build a liquefied natural gas import along the banks of the Taunton River has received the signature of Gov. Deval Patrick.<br />The bill, sponsored by state Rep. David Sullivan and co-sponsored by the entire Fall River delegation, requires LNG import terminals to have a minimum distance of 5,000 feet from the center of an LNG tank to the nearest residential home, elderly housing complex, school, hospital, health care facility, business or development. <br />A second provision in the bill requires LNG tankers to maintain a 1,500-foot clearance along the shore as it travels any Massachusetts waterway, from the hull to nearest residential home, elderly housing complex, school, hospital, health care facility, business or development.<br />The act only applies to LNG import terminals constructed after Jan. 1, 2007.</p>

&lt;p&gt;Developers hoping to build a liquefied natural gas shipping terminal near Astoria responded Wednesday to a letter from Democratic Senator Ron Wyden. Wyden's letter, sent Monday, asks federal energy regulators to delay their LNG decision. Ethan Lindsey reports.&lt;/p&gt;

&lt;div class="hrule"&gt;&lt;/div&gt;&lt;br /&gt;&lt;p&gt;NorthernStar Natural Gas is quick to point out that Senator Wyden has never publicly rejected the proposed LNG terminal at Bradwood Landing.&lt;/p&gt;

&lt;p&gt;But in his letter, Wyden expressed “concern” about the permitting process, and asked for a delay and more public hearings. &lt;/p&gt;

&lt;p&gt;Wyden's office says he released the letter because of concerns the Federal Energy Regulator Commission, or FERC, will approve the project at its next meeting.&lt;/p&gt;

&lt;p&gt;Joe Desmond is a spokesman for NorthernStar Natural Gas.&lt;/p&gt;

&lt;p&gt;Joe Desmond: “So, FERC is nearing the end of its role, and then the conditions require that other agencies continue their review and their role. And unless we satisfy all of those requirements, then the project can't move forward.”&lt;/p&gt;

&lt;p&gt;Also, Desmond says many of the questions in Wyden's letter have already been answered in thousands of pages of public documents.&lt;/p&gt;&lt;/div&gt;

<tr valign="top"><td align="left" colspan="2"><span style="font-size: 1.4em;"><strong>LNG push poll angers opponents</strong></span><br /><span style="color: #55652f;"><em>Company’s polling strategy upsets some people; pollsters don’t know who hired them</em></span><br /><br /><a href="mailto:cprofita@dailyastorian.com"><span style="color: #000000;font-size: 0.8em;"><strong><em>By CASSANDRA PROFITA</em></strong></span></a><br /><span style="color: #000000;font-size: 0.8em;"><strong><em>The Daily Astorian</em></strong></span><br /><br /><span style="color: #000000;">A telephone poll about Clatsop County's Sept. 16 natural gas pipeline referendum could be designed to sway voters toward supporting the Bradwood Landing LNG project.<br /><br />The Portland-based polling company RDD Field Services is calling county residents and asking them how they plan to vote on ballot measure 4-131, a referendum that will determine whether the pipeline for the Bradwood Landing project can follow its proposed route.<br /><br />But several residents who have completed the poll say the 10- to 20-minute quiz is loaded with rosy information about the value of LNG as a clean fossil fuel and the improvements Bradwood Landing developer NorthernStar Natural Gas Inc. will bring to the region.<br /><br />Referendum organizers suspect NorthernStar hired a "push poll" to convince county residents to support the company with a "yes" vote on the measure.<br /><br />But the pollsters say they don't know who hired them, and neither RDD nor NorthernStar will say who commissioned the poll.<br /><br />"We routinely engage in research polls as do a number of other companies," NorthernStar spokesman Joe Desmond said. "We don't ever discuss our research activities."<br /><br />The measure will ask voters whether the Bradwood Landing LNG terminal pipeline - which is 3 feet in diameter - should be allowed to run through county land zoned for open space, parks and recreation.<br /><br />Several county residents who told pollsters they planned to vote "no" on the measure were given a list of reasons to support LNG: increased tax revenue, job creation, cheaper natural gas and salmon population enhancement.<br /><br />Then they were asked if they would change their vote on the ballot measure.<br /><br />Lewis and Clark resident Jim Coughlin, who opposes the Bradwood Landing development, said he felt the poll was trying to manipulate him into changing his "no" vote.<br /><br />"They weren't actually asking me questions," he said. "They were very definitely making statements. Once they made a statement, they'd ask how do I feel about that and could that change my mind."<br /><br />Coughlin and others who took the poll said the statements detailed many specific benefits of the Bradwood project, including the number of construction and permanent jobs the facility would require and the amount of tax revenue the project would generate in the county. <br /><br />The poll included a few less specific statements attributed to project opponents about the gas from the LNG terminal in Oregon going to California and the potential safety hazards of LNG. <br /><br />It also asked respondents to weigh in on a story in The Daily Astorian where Desmond, NorthernStar's spokesman, stated the referendum is a waste of taxpayers' time and money and referenced company arguments about pipelines that already exist on park land in Clatsop County.<br /><br />The seeds of the Sept. 16 referendum were sown when the Clatsop County Commission voted to allow Bradwood pipeline to run through county land zoned for open space, parks and recreation (OPR) earlier this year.<br /><br />Before the decision, pipelines were only allowed in OPR zones if they were needed to serve an approved recreational use, such as a golf course.<br /><br />Commissioners agreed to change a county ordinance and grant a conditional use permit so the Bradwood pipeline, which stretches 38 miles from the proposed LNG terminal site east of Astoria to Kelso, Wash., can cross through less than a mile of open space, parks and recreation-zoned land.<br /><br />The commission's pipeline decision was one of about two dozen required by county government to approve the Bradwood project, but the referendum will not affect any of the other land-use changes the commission made in approving the Bradwood Landing project.<br /><br />However, the pipeline decision did open the door for other natural gas pipelines - such as the one connected to the Oregon LNG terminal in Warrenton and the Palomar Gas Transmission pipeline - to run through other park land throughout the county.<br /><br />The referendum will ask voters if they agree with the commission that natural gas pipelines should be allowed as a conditional use in OPR zones. A yes vote will in effect confirm the Clatsop County Commission's decision approving the Bradwood Landing pipeline route. A no vote will overturn the commission's decision on the pipeline and prevent the Bradwood pipeline from crossing the OPR zone.<br /><br />If the referendum fails, Bradwood project developer NorthernStar will have to change its pipeline route to avoid OPR-zoned land.<br /><br />Desmond said the referendum won't stop the Bradwood project from moving forward because there are several ways for the company to resolve the pipeline issue - even if voters decide it can't go through the open space, parks and recreation zone.<br /><br />But members of the local group Clatsop County Citizens for Common Sense, which organized the referendum, say the recent poll is evidence that NorthernStar is worried about the vote. <br /><br />Lori Durheim, a referendum organizer, said she was wondering when NorthernStar would start campaigning. Her group has received about $11,000 in campaign contributions and has been handing out signs and organizing public meetings for weeks. She and others are warning residents that the poll was not sponsored by her group and could be harmful to their cause.<br /><br />"I think it's underhanded," she said.
